Notice of Interest

Re: Criminal behaviour conducted by council employees.

To: Mr Neil Jack
Title: CEO

We do not know to whom to name as the recipient of this communication, as the sender failed in his/her duty and did not sign the document dated 9th Febuary 2024. The action of not signing the document legally means that no living man or woman has taken legal responsibility for the content of the document on behalf of BLACKPOOL COUNCIL.

The very act of not signing the document renders the document ‘void’ and therefore non-legal and unusable in law under current legislation. The content of the document has been noted and will be kept on file pending future legal proceedings as physical presentable evidence as it represents the criminal activities of  BLACKPOOL COUNCIL whether they are aware of this transgression or not. Ignorance of the law is no defence, and all of the representatives of BLACKPOOL COUNCIL are now culpable under current legislation because one individual failed to sign the document.

This is a fact that must be understood.

I hereby give you written Notice of Interest regarding serious criminal behaviour being conducted by employees working for BLACKPOOL COUNCIL.

It has been brought to my attention that at least 20 or more Acts and Statutes are being routinely violated on a daily basis by members of staff working for BLACKPOOL COUNCIL, with some violations resulting in a 10-year prison term.

I have detailed just 10 said acts within this notice for your convenience; please find listed below:

  1. County Courts Act 1984, Chapter 28, Part IX, Section 135
  1. Forgery Act 1913, Chapter 27, Section 1, Paragraph (1) and Paragraph (3), clause (a)
  1. Fraud Act 2006, Chapter 35, Section 1, Paragraph (2) and (3)
  1. Misrepresentation Act 1967, Chapter 7, Section 2, Paragraph (2)
  1. Protection from Harassment Act 1997, Chapter 40, Section 1, Paragraph (1). Section 2A, Paragraph (3) Sub-section (b). Section 3, Paragraph (2), Paragraph (9), Sub-section (a)
  1. Criminal Justice and Courts Act 2015, Chapter 2, Part 1, Section 32
  1. Companies Act 2006, Chapter 46, Part 4, Section 44, Paragraph (2)
  1. The MagistratesCourts Rules 1981, Rule 98, Paragraph (1)
  1. Localism Act 2011, Chapter 20, Part 1, Chapter 1, Section 3, Paragraph 2, Sub-sections (a), (b), and (c)
  1. The Council Tax (Administration and Enforcement)(Amendment) (No. 2) (England) Regulations 2003, Section 3

These serious breaches of legislation are not up for debate, nor will I accept any excuse or reason as to why they are being broken. My only concern is that this criminal behaviour must cease forthwith without delay.

Therefore I instruct you, as a public servant, to carry out your duty of integrity and accountability, as stipulated within the Nolan Principles, to uphold your oath of office and act immediately to end this criminal behaviour forthwith.

If you choose to ignore this notice and fail to act upon the information supplied within this notice, then this shall be taken as your acknowledgement and implicit involvement with said numerous criminal acts.

It should be noted that I am not working alone when serving notice upon you, but I am in fact working as one of a growing network of the people, by the people.

The findings of the people shall be reported to the police; if they fail to act upon this evidence then it shall be deemed that the police are no longer following statute codes and no longer work for the people.

These findings shall also be reported to the court, and if they should also fail to act then it shall be taken as evidence that the courts no longer follow acts and statutes.

Once it has been determined that the justice system in its entirety no longer follows acts and statutes then it shall be the taken by the people that acts and statutes no longer apply to anyone, rendering all acts and statutes null and void, including the Local Government Finance Act 1992.

I hereby give you 30 days’ notice to respond. If we receive no reply within those 30 days given it shall hereby be taken as your assent and agreement:

  1. The council is acting in a criminal manner; and
  1. It is acknowledged that you agree to all the conditions within this notice.

Please be advised that I have taken the time and courtesy to write to you in person, and I would respectfully request that you, in all good conscience, return the courtesy and respond in writing.

Please be reminded ignoring this notice will have legal consequences.

Without malice or mischief, in sincerity and honour.

Yours Sincerely
